Primary Responsibilities

• Research and pre-qualify suppliers who will be invited to participate in any Request for Proposal (RFP) process based on price, quality, selection, service, support, availability, reliability, production and distribution capabilities and the supplier’s reputation and history;

• Prepare/issue Request for Proposals (RFPs) or Request for Quotations (RFQs), evaluate vendor/subcontractor proposals and lead quote comparison process;

• Conduct commercial and contractual negotiations (in coordination with internal stakeholders) and assist with technical clarifications in order to recommend vendors/subcontractors who meet project requirements not limited to budget and schedule at the estimating, execution and site purchasing levels;

• Procure the highest quality materials at the lowest possible cost in correct amounts per specifications and drawings with buyouts;

• Perform end-to-end contract lifecycle management activities after award of contract not limited to progress and invoice approvals and change order administration;

• Interface with various other departments and disciplines to evaluate and monitor contract performance, ensuring compliance with contractual obligations;

• Perform contract closeout activities including release of retainage and participation in project lessons learned and supplier performance evaluations;

• Confer with staff, users and vendors to discuss defective or unacceptable goods or service and determine corrective action;

• Leverage vendors/subcontractors across multiple procurements to create cost savings to project(s);

• Interfaces with various estimating and execution teams for different projects being assigned to;

• Negotiate long term service and contract agreements;

• Contemplate and implement Procurement strategies that will add value to the districts being supported;

• Coach new hire and coop students/ interns;

We are looking for

• Bi-lingual: Proficient with both English and French languages (written and verbal)

•Maximum three-five years’experience in an engineering and/or construction related role;

• Bachelor’s degree in construction management, business, engineering, supply chain management, or equivalent degree or military experience;

• Proficient in Microsoft Office (Power Point, Word, Excel, Access) and have a general knowledge of database utilization; SAP Experience a plus;

• Thorough understanding of all areas of procurement, including procurement execution, estimating, expediting, offsite supplier quality, subcontract administration and site purchasing;

• At least basic understanding of Canadian business laws;

• Detail-oriented, highly motivated with ability to effectively manage time ;

• Excellent interpersonal and communication skills;

• Team player with the ability to work independently to meet deadlines, goals and objectives;

• Ability to relocate for long and short-term field assignments;

• Able to perform multiple tasks efficiently and handle multiple projects at the same time in both estimating and project execution capacity;

• Strong work ethic and professional demeanor;

• Enthusiastic, willing to learn and highly motivated;

• Accountable and reliable;

• Seeking long term employment.
