This position provides project specific leadership and management for procurement of engineered equipment, subcontracts, professional services, commodities, permanent plant materials, and small tools & supplies. Manages assigned purchasing agents, purchasing managers and other purchasing employees interfacing with engineering management, estimating management, design professionals, and project management. Duties also include but are not limited to: negotiating with equipment and material suppliers, subcontractors, and service providers, while consulting with corporate attorneys and senior management when necessary.

Essential Duties and Responsibilities include, but is not necessarily limited to the following:

• Identify Prime contract flow down requirements to develop project templates.

• Review project contract templates for adherence to project requirements.

• Oversee all procurement related activities on a project and ensure KSN adherence on an as needed basis.

• Complete escalated contract negotiations and change orders through close-out and warranty completion.

• Develop and maintain supplier and subcontractor relationships

• Interface with business, legal, risk, tax, suppliers and internal procurement departments.

• Develop and maintain project procurement strategy and plans for all aspects of purchasing from pre-bid to closeout.

• Negotiate commercial terms and conditions with equipment suppliers, material suppliers, professional service providers, and subcontractors, while consulting with corporate attorneys and senior management to minimize project and corporate risk while maintaining commercial competitiveness.

• Monitors and oversees procurement contract execution and management for engineered equipment and material contracts, professional service providers, and subcontractors.

• Direct and coordinate activities of personnel engaged in buying and/or estimating materials, equipment, subcontract and professional services.

• Oversee assigned staff training.

• Locate and assist in evaluating and qualifying suppliers of materials, engineered equipment, subcontractors and professional service providers.

• Process requisitions and prepare purchase orders for supplies and equipment.

• Assist in the development and implementation of procurement and contract management instructions, policies, and procedures.

• Resolve supplier or subcontractor grievances, and claims.

• Review supplier or subcontractor claims and contracts for conformance to company policy.

• Oversee administration of online purchasing and contract management systems.

• Communicate and enforce purchasing policies & procedures to project team.

• Provide training to ensure policies & procedures are followed.

• Responsible for projections, financial planning, expediting, delivery schedules and project purchasing reporting.

• Oversees the development and review of all procurement analytics, reporting and deliverables.

Qualifications

Masters degree preferred. Must have a BA/BS in business, engineering, supply chain

management, construction management or equivalent degree and/or a minimum of 5 -10 years

experience in engineering and/or construction or equivalent work/field/military experience.

Possess knowledge of equipment and materials common in the construction industry. The

individual must:

• Knowledge of Canadian construction Industry

• Bachelor’s degree in business, engineering, supply chain management or equivalent degree or military / education experience combination

• 3-5 years contracts negotiation experience

• Proficient in Microsoft Office (Excel, Word, PowerPoint, Access)

• Detail-oriented, highly motivated, effective time management skills

• Advanced knowledge in risk evaluation, claims mitigation and dispute resolution

• Strong leadership, management, communication, and coaching skills

• Long-term relocation and short-term field assignments will be required.
